Leadership Team
Frank Richter, CGA
Chairman of the Board
Frank Richter has been a member of the Board since September 2007. In June 2008 he became Vice Chairman. In June 2011 Frank was elected as Chair of the Board of Governors.
Frank is a former Chief Financial Officer and Director with the Royal Canadian Mounted Police. As Assistant Commissioner, Frank was responsible for the administration of the RCMP's national budget, was a member of the RCMP Senior Executive Committee and provided corporate leadership in the areas of finance, procurement, contracting, real property and strategic planning. Frank is a Senior Advisor with RFP Solutions, an Ottawa-based company that provides public procurement services to government departments and agencies. He acts as an independent fairness monitor, overseeing the bid evaluation process on complex and/or high dollar value procurements to ensure that all bids are evaluated in a consistent, equitable and compliant manner.
Frank lives in Kelowna, BC where he is actively involved in a number of community volunteer activities, including the Okanagan College Foundation and the RCMP Veterans’ Association (Okanagan Division). Frank is also a Director of the RCMP Heritage Centre in Regina and participates in Canada Revenue Agency’s Community Volunteer Income Tax Program that completes tax returns at no cost for low income taxpayers.
Allen F. Batchelar, CD
President & CEO
After retiring with the rank of Lieutenant-Colonel from a 32-year career in the Canadian Forces in 1996, Allen Batchelar transitioned to civilian life by assuming the role of Operations Officer at Commissionaires BC. His contributions were so significant that within two years of service, in 1998, he was appointed CEO of the company. Since taking leadership of Commissionaires BC, Allen has increased revenue by $20 M and added over 500 jobs. In addition, nationally, Allen was the driving force behind the new Commissionaires brand launched in 2007.
Allen’s 32 years of service in the Canadian Forces involved a primary focus on land combat communications. Over the years, he served in operational and training positions across Canada and held command positions in Kingston and Petawawa (Ontario), Vancouver (British Columbia), and various posts overseas.
While posted at Army Headquarters, at that time located in Montreal, he was responsible for Domestic Operational Planning. This included army plans for Aid to the Civil Power and operational planning for North America in conjunction with US Readiness Command. Allen also attended British Army Staff College, where he studied the roles, responsibilities and interaction of police and military forces in domestic security operations.
Allen’s overseas deployments included Germany, Egypt and Israel. He also commanded Canadian UN signal operations on the Golan Heights while based in Damascus, Syria. In 1988, he planned and led the deployment, operation and re-deployment of the 526-man signal unit that Canada sent to Iran and Iraq to support the United Nations Military Observer Group. His last posting in the Canadian Forces was Vancouver, where he was responsible for military communications in Western Canada, including contracting for all commercial telecommunications support and training of the Communications Reserve.
In addition to his duties as President and CEO of Commissionaires BC, Allen has served as Chair of the Commissionaires National Business Management Committee and served on the Board of the BC Housing Foundation, a not-for-profit social housing society.
Audrey Plé
VP Marketing
Audrey Plé is a highly regarded senior executive with extensive international experience in strategic and product marketing, corporate communications, channel management, and business development. She has applied her considerable creative energy in conceiving and leading many successful, innovative marketing strategies to secure market leadership and establish lasting customer loyalty. She is passionate in her belief that customers come first because mutual success depends upon it.
Prior to joining Commissionaires BC in 2003, Audrey played a key marketing role supporting the growth of NICE Systems, now a global hi-tech firm trading on NASDAQ, as it expanded from annual revenue of under $US 2 million to $US 160 million per annum. She has developed particular expertise at maximizing market impact, building mutually rewarding relationships with company stakeholders, identifying market needs and trends, team coaching and mentoring, and conceptualizing and launching product solutions that drive sales and build customer loyalty. Audrey is contracted as VP Marketing for Commissionaires BC, principal of her own company Magenta Marketing Inc., and Senior Strategist for Hangar 18 Creative Group.
Shaheen Sidi
Senior VP Finance & Administration
Shaheen Sidi, a Certified General Accountant, joined Commissionaires BC in 2001 after more than a decade of working in financial management, primarily in private practice.
Shaheen rose from junior accountant to controller while working for a variety of organizations, including Offshore Systems (listed on the TSE), Con-Space Communications (listed on CDNX), SFG Technologies, and the Organized Crime Agency of BC.
Douglas Stuckel
Senior VP Operations 
Doug Stuckel is a security expert with nearly 35 years experience in law enforcement. Doug’s operational leadership, and advisory experience in the areas of technology and policy, are a unique asset to Commissionaires and their clients.
Doug has a wealth of police experience, both in the field and at the management level, which includes overseeing major criminal investigations and acting as chief constable for the Port Moody Police Department. Doug is an expert in critical incidence emergency response, having been responsible for the implementation, re-structure and training of 911 communication and emergency response programs for the City of Abbotsford and the Abbotsford Police Department. Doug was appointed member of a joint RCMP and Department of National Defence task force on anti-terrorism at the provincial level. He has since obtained his accreditation as a Certified Protection Professional (CPP)™ and is one of only a few in the province who holds the designation of Certified Master Anti Terrorism Specialist™.
In addition to acting as Senior VP of Operations with Commissionaires BC, Doug now shares his experience and training through security consulting, helping Commissionaires’ clients develop superior security programs.
Brian S. Garvie
Director Operations 
Brian Garvie joined Commissionaires BC in 2005, after more than 30 years in law enforcement with the RCMP. He brings to Commissionaires BC a wealth of knowledge in leadership, security protection and operations management.
Brian’s career began in the early 1970’s with the RCMP. By 2001, he had risen to the level of Chief Superintendent and was transferred to the office of the RCMP’s Deputy Commissioner Operations as the Director General, Integrated Operations Support. In 2002, Brian spent one year as an investigator seconded to the Morris Tribunal, Dublin Ireland and provided expert advice and testimony to the Tribunal Chair. After retiring from the RCMP in 2005, Brian joined Commissionaires BC where he now manages the Southern Interior regional office in Kelowna.
Brian is a graduate of the FBI National Academy and a qualified Certified Protection Professional (CPP).
Suzanne Wright
VP Human Resources
With more than 25 years experience in HR management, Suzanne has demonstrated strong leadership and a proven track record as an energetic, dedicated and resourceful business leader. She has extensive experience in all areas of HR management including strategic planning, organizational change management, recruitment, performance management, communications, employee relations and compensation and benefits. Suzanne has worked in key HR management roles in Ottawa and Vancouver at Canada Post Corporation, Fujitsu Consulting, BC Rehabilitation Society and PricewaterhouseCoopers.
Suzanne possesses an undergraduate Arts degree in Business Economics, Certificates in Conflict Resolution (Negotiation and Mediation) and is a Certified Human Resources Practitioner (CHRP).
