Marine Facility Security Training (MFST)

Commissionaires BC offers training courses to help your organization satisfy Marine Transportation Security Regulations (MTSRs) that require Canadian ports and marine facilities to have employees security trained. These regulations were enacted by Transport Canada and impact port authorities and marine facility operators across Canada.
Commissionaires BC offers two courses, Personnel with Security Responsibilities (PWSR) and Personnel without Security Responsibilities (PWOSR or sometimes referred to as Security Orientation) which will ensure employees are trained to meet MTSRs. We’ll work closely with your Marine Facility Security Officer (MFSO) to ensure our courses cover MTSR requirements and deliver site-specific needs aligned with your security plan.

Courses offered
Personnel with Security Responsibilities (PWSR)
Content includes hands-on practical skills and theory on:
- Current security threats and patterns;
- Recognition and detection of weapons, explosives and incendiaries, and other dangerous substances and devices;
- Recognition of the characteristics of persons who are likely to threaten security;
- Techniques that might be used to violate or circumvent security procedures, equipment or systems;
- Crowd management and control techniques;
- Security-related communications;
- Emergency preparedness, response and contingency planning;
- Operation, testing, calibration and maintenance of security equipment systems;
- Inspection and monitoring techniques;
- Methods of performing physical searches of persons and goods, including personal effects, baggage, ships’ stores and cargo;
- Relevant provisions of the marine facility security plan;
- Meaning and the requirements of the different MARSEC levels; and
- Security Clearance Program.
Personnel without Security Responsibilities (PWOSR Security Orientation)
Content includes general information and overviews of:
- General safety and security orientation;
- Basic security issues and communications;
- Meaning and the requirements of all MARSEC levels (including emergency procedures and contingency plans);
- Recognition and detection of weapons, explosives and incendiaries, and other dangerous substances and devices;
- Characteristics and behavioural patterns of persons who are likely to threaten security; and
- Techniques that might be used to violate or circumvent security procedures, equipment or systems.
Who Should Attend PWSR
Personnel assigned to a marine facility, and who have responsibilities respecting the security of the marine facility, should receive PWSR training as per Transport Canada’s MTSRs.
Who Should Attend (PWOSR Security Orientation)
Personnel assigned to a marine facility and who do not have security responsibilities should receive PWOSR Security Orientation as per Transport Canada’s MTSRs.
Course Duration
PWSR—One day mandatory course with the option of an additional day of practical training
PWOSR Security Orientation—Half day course for admin staff (anyone without security responsibility).

The MFST course can be delivered at your workplace or at the Commissionaires Learning & Development Centre location most convenient for your organization. Classes are offered at our Surrey Gateway facility and also at our Kelowna training facility. Our state-of-the-art Surrey campus is equipped with the very latest in classroom technology and teaching tools for interactive presentations and digital media. It is conveniently located in the Gateway Station Tower on the SkyTrain Expo line. Our Kelowna classroom is centrally located in the heart of Kelowna.
