Why Students Should Take This Course

Participants will gain knowledge that is grounded in real-world experience, allowing them to perform the functions of any municipal bylaw occupation. This course introduces students to the history, legislation and practical application of bylaw enforcement and to the perspectives, concepts and terminology integral to the bylaw enforcement officer’s job. Through an interactive learning approach, students will:

  • Acquire a basic understanding of bylaw enforcement practices and the role of the bylaw enforcement officer;
  • Explore legislation and statutes upon which municipalities gain their authority and base their bylaws;
  • Learn best practices for bylaw enforcement officers;
  • Gain a basic knowledge of the legal system and the requirements for bylaw enforcement officers to participate in the courts as a witness;
  • Acquire skills which will enable bylaw enforcement officers to minimize risks during difficult interactions.

What They Will Learn

Students will learn valuable course content delivered through short presentations, discussions, group work, and real-life examples. The subject matter is divided into three major segments:

  1. The legal basis for bylaw enforcement. Topics such as statutory authority, structure and organization of bylaw enforcement, levels of government, court divisions and bylaw enforcement officer authority are considered.
  2. The duties and powers of the bylaw enforcement officer and their responsibility within the legal system.
  3. Principles rooted in ethics, which if followed, will minimize the risk a bylaw enforcement officer might face for liability in performing the job. The participant will also gain a set of skills to manage difficult conversations by improving communication in volatile situations.

Who Should Attend?

New and experienced bylaw personnel, employees of municipalities, or individuals seeking employment in bylaw enforcement.

Course Duration

The BET course is a five-day, 40-hour theory course, followed by an additional ½ day for review and examination. Please note there is also a take home written project required to complete the course requirements. Classes run from 8:00am – 4:00pm weekdays and are currently not offered evenings or weekends. Course Locations

The BET course can be delivered at your workplace or at the Commissionaires Learning & Development Centre location most convenient for your organization. Classes are offered at our Surrey Gateway facility and also at our Kelowna training facility. Our state-of-the-art Surrey campus is equipped with the very latest in classroom technology and teaching tools for interactive presentations and digital media. It is conveniently located in the Gateway Station Tower on the SkyTrain Expo line. Our Kelowna classroom is centrally located in the heart of Kelowna.
